Skyrim SE with Custom ENB Settings 9

If only there was a way i could record this scene on a 30min loop, then convert it into a perfectly overlapping .GIF in 1600 pixels as an animated wallpaper. I would if i could, but I'm not nearly that adept with programs yet, so i guess this will have to do.
